Houston to require better wages, health benefits for businesses receiving tax breaks

The tax abatement program is intended to spur economic development. The new requirements improve benefits for workers. The city has approved 20 tax breaks, including for Chevron, Kroger, Memorial Hermann, Halliburton and UPS.
